Checks in Romania

Hi guys, I have a small question for people from Romania. I got a check from alertpay and I went to Banca Transilvania and they told me I have to give them 40 Euro for (some shit, don't know, like insurance) and they have to send the check to original bank, and after that I will get my money plus the 40 Euro back.

Is this for every bank ?

Where do you withdraw your checks ?

I don't think so as I got several Checks from Paypal and I just deposited into my Account and they processed without any problem and credited into my account within 2 days

yep , try BCR , they are the fastest , you don't need to have a bank account there, its takes 30 days to receive the money and you don't have to pay nothing , maybe a small fee that will be deducted from your cheque
