Cheapest script to video editors? Where can I find them?

I have a Youtube script and voice for a video. I am looking for a video editor that can put related stuff according to the script in a video and edit & render it. Now to my question, where do I find someone as cheap as possible for this job? My Videos are 10-20 minutes long.

find editors from third world countries, with the same job they may take cheap money. I think you can start with facebook search, find group relate with motion graphic, after effects, etc....
btw. How much you will pay for 1 minute long?
