What's the cheapest way for someone in the US to create a YouTube/Instagram account using a SIM card-based SMS verification that they can also maintain access to for years? For example, if YouTube or Instagram requires that user to re-verify using the same number a year after the account is created.

I don't have or want a phone but I want to make accounts online and be able to verify them and re-verify if need be without losing the phone number to someone else if it's not used for a long time.
