Cheapest Hosting Solution with PHP support??

Ok, I have 1 domain that I purchased a short time ago about a niche that has virtually 0 competition and more than 40k global monthly searches.

Since I don't work with websites a lot I need a little insight.

I need 3 things.

1) To find out the cheapest and user friendliest hosting solution out there that allows php and everything else that I might need to setup a membership site.

2) Since I have very limited knowledge on coding I need a good looking membership site script that sends to MY personal email the details of every member that signups on the site.

3)I need a script that counts every signup and displays this count on the site main page.
