Unfortunately most cheap hosts are not reliable.

Id suggest SharkSpace, just make sure you use coupon 50offlife (lifetime + valid for Hammerhead and Great White packages, not for Baby Shark)
aka
for ~$5/m ($9.95 / 2) youll get that Hammerhead plan = 20GB together with shell access
+ you can pick location (east/west/central USA)
..and most important, after price tag - load on all machines Im on is far below 1

I'm from Belgium does it matter?
I got hosting from godaddy and another one from webhostingpad.
Godaddy's servers have never been down since I started using them, but to enter godaddy is a battle field, you get bombarded with a lot of sales tactics to sell you S@#$ that you don't need.
Even though webhostingpad's servers go down for a minute from time to time, I like them better. It's very easy to access and no bullcrap sales tactics. I just log in directly from my cpanel bookmark.
I got the $80 deal for 3 years...I hate paying monthly bills ..and the three year plan works great for me
