I dont say this often, but Google is 100% your best friend on this one.
Promotions always going on somewhere on some registrar, just need to look for them.
Word of wise advice:
Dont settle with a registrar just cause they are cheap to transfer to, there are so many bad registrars out there, with some of the leading ones being Domain.com and 1and1, and with MANY of them the hassle is not worth the money saved.
imo, stay with a trusted and highly recommended registrar even if the renewal is a few bucks higher.
And, (Namesilo) by the way, would be one of the better ones out there you can use.

Godaddy is giving lowest price $7.99 plus Free 1-yr extension for domain transfer but it has very bad impression in the market for customers so I think it is not the good option.
