Well i have seen 0.19 inr and it could go as much down as 0.09 inr per view. By the way What cpv value would you consider to be cheap? And are you covering whole India? Also tell what videos are you looking to advertise. Like are those songs or other stuff?

Well i think that is also achievable. It depends on though how much budget are you giving to Google. Or how much views do you need. Generally speaking the more views you acquire and want the cheaper your cpv becomes in ads account and the more you run the better it gets.
What are your targets? budget and views? You can set those lower cpv figures and get some. What is stopping you?
