What I often see are online services being of hard reach for third worlders because of the great money relevancy, and so a huge part of the clients are focused in a few continents and countries that have money with similar value and few people from developing countries. Seeing as they won't find a suitable online service in their area or region, would you be willing to charge less of third worlders?
We can use two criterias: Clients under the cheaper terms can't expect quality and don't have the right to complain, they need to pay beforehand and the seller need to have a certain amount of clients before starting accepting requests, so he knows he will be getting some profit in a short-time even if it's by a small margin.
