Cheap WHMCS license?

Hello,
So there is this new law in local web hosting association that you must have a valid whmcs license and also some other paperwork to do business. There's a lot's of company still doing their job with shared/nulled WHMCS, but I would like to do something now before it's too late.
Know Any Company that will provide a valid WHMCS license? Maybe with their reseller account or with any promo, anything that comes cheaper than the official one?
I don't want to use any alternative due to lack of modules and payment gateways etc. Not big enough yet to hire people.
