Do you jsut want to run a bunch of cheap websites? I'd use shared hosting reseller accounts, hostgator, a2 etc. where you can generate just about unlimited numbers of sites. They are NOT vps (vps is your own virtual server that's separated for you by the hosting company) , but you might need a true vps depending on what you're running, how much traffic it gets and the performance you need.

I use a2 shared hosting for all of my affiliate sites without any issues (wordpress primarily) no true vps needed.

go for Google Cloud signup free trial and play around with the free $300 they provide.
