Yes it is legit. Although they will provide you useless bot traffic, but, yes the service is a legit service if you are legitimately looking for useless bot traffic. Why did I say "if you are legitimately looking for useless bot traffic" is because some people are very happy by only looking at their traffic stats in their analytics and they are not bothered whether that traffic leads to any conversions or not. If you are looking for only bot traffic that will show as traffic stats in your analytics, then yes, that service is legit.
Cheap traffic is 99% bot traffic.
Also curious what the benefit of cheap traffic is beyond stats which have a high chance of getting filtered out too.
The only benefit of cheap useless (bot) traffic is to people who are very happy to only see website "visitors" in their webmaster dashboard, hence not bothering about any conversions !!!

Tried the highest plan, no user activity whatsoever. Which means out of 20k visitors per day none of them stayed longer than 0 secs.
I know of one, but it doesn't offer at the scale that you want. But on the positive side, it does provide quality traffic
