Im using SEO Maximus just search the forum, You will be able to get very good value for $30, Basically you setup campaigns and for $30 you get 30 points a day to spend for an entire month. SO you can get like 5 High PR Web 2.0's backlinks per day. also these combined have 400 wiki pages linking to them.
Also you can for other day's have 20 social bookmarks per day for you points. so very interesting. Check it out.

I think that buying a SEO service for less than $30 in order to rank well is a pretty risky thing to do. Yes, I am sure it is possible but there are also too many scammers with this price, too. However, if you really search for - there will be a gem. Just need to look OR just do it yourself. Save money and spend the $30 on other things.
