Actually i grab an old web 2.0 - my20.whatever.com
Put that my20.whatever.com into 10 different url shorteners
That 10 shortened urls will be put into url shorteners again until i got like 400 links?
Then what?

How to build them? Go to the 301 sites he mentioned and just build links there.
Then what? YOU send 1000's of links to those shorterners. ALL of them!!
The point here is that you're filtering spammy links THROUGH the 301 links BECAUSE they are looked as "normal" by google etc...If you were sending all those links DIRECTLY to your site(s), it would look spammy.
Bottom line is test test and retest on your own. Don't take what ANYONE says for granted. Do it yourself and put your own twist on it. Don't want to do 400 301's? Don't. Try 200 or 600 or whatever. He didn't come up with this the first time he did it. He tested it many times. You also have test and test and test. Look at what other people give you as "guidelines" but ALWAYS seek to develop YOUR OWN exact plan that works for what YOU are doing.
Just take action and see what happens. Start with sites you don't care about so if you lose them, no harm. JUST DO IT!!!

how this sound...
i already got 28 tumblers set up already.. i shall choose 5 of my best tumblers.. (the one with highest PA and some trust flow)
Tier two is a set of 5 301s
Tier three is a set of about one hundred 301s
buy some GSA blasts on fiverr and spam the one hundred

Another must read thread from @lightningblitz, my man Small suggestion - for the second tier shorteners you can use a software called 301nuke - the seller is a member here and will probably hook you up with a discount. It gets you 500-800 different shorteners, not just tinyurls or whatever. Other then that - all is spot ON!

I have heard of 301 Nuke but personally hate automation with a passion. I will need to check it out again as I am doing this again on a larger scale, but it is a great tip.
IIRC the tool give you 800 301 shortener URLs which all pass link juice and they update the list fairly frequently so it stays ahead of the curve.

Piggybacking on Dante12's comment on 301 Nuke.
It does make it pretty easy for those second tier 301. (I have nothing to do with the product btw) I just got it a few months ago to give it a whirl. Not the biggest fan of automation on the stuff you gotta-keep-an-eye-on things myself. But this saved me that whole step (time!) on that tier. Worth a look.

I prefer cloud based everything if possible and am willing to shell out a lot more money to not deal with a VPN and the such as its easier for me. But I am a dinosaur in the IM world so I may need to re look at that tool.

In step three, the shorteners of the web 2.0s themselves are shortened a few times and pointed to the first shortener tier after the web 2.0?
So in every case the short form points to its parent element, so to speak? Is that correct?

One thing I'm not 100% sure about is the need for Tier 2 301s. If you spam the T2 with 10k links....why not just spam the T1 direct?
Is it more for "protection" rather than extra link juice?

That's the explanation that I've heard, and in the tests I've done the extra tier(s) helped. However, there's another recent thread describing a similar strategy without the second tier, so probably worth testing both.
