Hi,
I am looking for non US VPS that allow Torrents seeding and uploading. A minimum of 30GB HDD will be good

Any recommendations?

you can use torrents at offshore seo vps, they actually allow seo tools as well so it's perfect. And its cheap you can get one of their SEO RDP's for $40/m with all the seo tools included.

I would checkout seedboxes.cc - they are based in the Netherlands and have always been really reliable for the past 5 years I've used them
