You can also keep an eye on the popular hosters (hostinger, namecheap, etc) for special offers / new customer deals, sometimes you can get .com for $0.99, or even for free if you sign up with their hosting. Of course, the domain is free / cheap only for the 1st year, after that you'll pay the full price, but there aren't many TLDs that are cheap at both purchase and renewal, so this is to be expected.

Personally, I have 2 .top domains that cost $5 per year and I'm happy with this TLD, but the popular TLDs (com, org, net, etc) are not cheap, so you'll have to make compromises at some point.

About 2 years ago I did some research on Namesilo (where I usually buy domains from) for my own purchases, and I found that some TLDs are extremely cheap (in the price range that you're looking for), but I can't guarantee that they have the same price, but these were the best offers back then:

Namecheap auction has some .com domains for $5 if you are not concerned about the name of the domain

Hi if you have so low budget to buy .com domains, so try to buy drop domains or look for promo codes for discounted purchases. The cheapest without discount domain from this zone I have seen for $ 7.
 
Are you expecting to keep the domains longer than one year?
 
from various domain registrars like Namecheap, GoDaddy, or Google Domains, which often offer competitive pricing and occasional discounts.
 
You can use a .xyz domain with just numbers (0-9) as the domain name, goes for less than 1$/year on NameCheap
I've been using an .xyz domain name with NameCheap with just numbers as the domain name, so far first year renewal costs less than a dollar (iirc it was 0.81$)
