I'm searching for a cheap ($2, $3) shared webhosting. The servers should be based in North America and the only features it should have is free SSL (Lets Encrypt) and support for PHP.
The payment should be based month-to-month.

You guys know any legit hoster?

You can check out the market place you will find a few shared hosting plans there. For the PHP support most will give basic support but not going to help fix issues in your site or scripts.

Free SSL isn't a big deal. You can get one yourself for again, free.

Some hosts are SSL resellers and disallow third-party SSL, or charge a high fee to install it.
