I don't think you can find managed host at low price, but it depends what do you mean under cheapness. What is your budget OP?
 
If you look for reliable uptime, I recommend hawkhost. They advertise discounts on various hosting boards.
 
A lot of Russian hosting services can provide your forum and their prices isn't big.
 
there are cheap unmanged hosting packages, but managed hosting packages are expensive.
 
When you are planning to buy Managed VPS, it could be better to go with your requirements so it could be cost issue,
performance is important not a cost,even their are few hosting company's who will have cheapest plans and high server performance and uptime,
you can review them and select your service provider correctly.
 
Managed vps hosting at a cheap price,i don't think can be affordable.It depends upon the pacakage what we use & basing upon that how vps hosting can be managed at a reasonable cost.
 
Honestly, don't go in for a VPS (because its limited resource) if you are on a VB forum, get a dedicated server from Host Gator will be a start in low $XXX but the forum operations will be slick.

What are your requirements for that? InterServer is the best for me, excellent customer support, uptime guarantee and affordable VPS plans. You can check on them and see for your self. Many of my clients used and they are very happy. :)

Are you looking for a Managed Linux VPS plan? There are many plans to choose from. Your VPS never turns off in the cluster :)
State your specs as resource is the Key with VPS Hosting. Im sure you can get a 2GB + 2vCPU Linux VPS for 20$ or less

May i know how the vps hosting can be managed.whether that is in terms of scalability or uptime or reliability or something different.Can anybody make me clear regarding this concept.
