You have to decide if you need it to be cheap or quality.

You can find a lot of cheap ones which has xx.xxx followers for like 5 or 10$, but these are spam accounts with inactive bot users.
If you need a shoutout from a genuine page in the x.xxx followers range, that'd cost 5 or 10$ at least.
If you want something above 15k followers with real, active users, that'd easily cost more than 15$.

I would recommend just reaching the users directly on Instagram and asking them whether they are interested in offering a shoutout.

In here there are all kinds of people, on Instagram you may just check the specific account directly within a few minutes and decide whether you are interested or not.

ok nature shoutouts are cheap anyway, I paid 35usd for s/o from 300k with 15k likes and 40usd for 500k with 30k likes. I don't have any special connections either, so if you aren't getting prices like that you are getting ripped off. And Goofy454, 15k pages for $15? that's a burn bro.lol
