Go for buyshared reseller hosting and combine it with bunnycdn(optional) to make it faster.

Reseller hostings a/c is safe? in past i have had issues many times with hostgator accounts getting hacked.

Ask their customer support,or else with their normal hosting packages and even they are cheap.

Cheap or free hosting service might not help you to reach you some certain goals. I mean for SEO purpose for example that is quite important to have some good uptime. So perhaps you can shift to the affordable hosting service search instead so you will have really good options in terms of uptime.

I just say not Siteground. I bought their hosting plan and it was cheap for first year. But next year, they say me that their normal prices are different and they want nearly 5 times more over my the first year.
