Cheap exclusive proxies

Guys,
I need to buy 10 proxies - clean but very cheap.
Is there a way to avoid monthly payment but get them dirt cheap for a year or so?

I see there are plenty of offers in the forum, I am lost in choices
Could you please share your opinion on which one is the best (please post link to corresponding thread).

I need them to be good for email (not rotating, dedicated IP), also for all autosubmission and auto-commenting tools.
