I usually buy my domains from Namesilo, and a few months ago I've compiled a list with the cheapest TLDs and this is what I ended up with:
vip - $4.59
cfd - $1.39
sbs - $1.39
top - $1.88
click - $2.29
link - $2.19
one - $1.98
win - $3.99
cyou - $2.39
xyz - $2.39
best - $3.99
cc - $3.99
fun - $2.99
art - $3.99
club - $4.59
info - $3.79
run - $3.43
me - $2.75
guru - $2.85
A lot of cheap options as you can see, and some of them really interesting. Myself I have purchased about 10-12 of these domains 2 weeks ago for like $25 in total, and now I have some great EMDs (on non-popular TLDs, but I really do like them regardless).
The only thing you should be wary of when buying cheap (well, discounted in this case) TLDs is that the renewal price is usually high. For example, .win will renew for $24 if I remember correctly, .guru renews for $21, and other TLDs like cc, best, run, info, me, fun.... all of these will renew for $17-18 as it stands in Namesilo's price list. So, keep this in mind because if you can't afford normal TLDs (by "normal" I mean the standard price of $10-12 that .coms usually cost) then you'll want to make the domain profitable before renewal comes up so you can afford renewing it

No free luches and no free domains. Cheap you can get as offers from providers which come sometimes.Of course, it is best to have a free domain
