You would buy the numbers from data providers. Price can vary a lot depending if it's opt-in or not, and how much data is actually included, besides numbers. Let me know if i should connect you with a provider or two.

I use it solely for CPA in networks, and yes, if done right i believe it's one of the traffic sources with highest CVR.
 
twillio es a good option for this, bulk sms work smoothly, their rates are low as well, you can do many things with this option

Only if the SMS is hitting old customers of your store/business.. spamming randoms will only lead to legal issues .. at least here in Europe (unless they have subscribe for SMS notifications) :D

Of course not. I'm trying to learn more of this method as in my case no other method works any longer. Willing to pay up to $300 for anyone that can show proof it works and share method. Escrow payment of course
