You never pay BTC fees when getting a transaction. So the 3$ they take is for them to cover the fees of sending it of course.

I have one more question if you can answer me, I never used btc so idk...when i buy something with btc from a site i pay fee for that as well? maybe a stupid question but i dont know...never used btc before

Yeah, you will have to pay the fee in that case sadly...
However, a 10€ transaction is something like 0.05€ fee. Not a lot when it's tax free
