I think they categorise how severe the images are.
Lowest level being Nude or Naked Images or Clothed but sexually explicit/focused on the genitals.

It's surprising how lightly Charles Floate got off, he's one lucky kid.. for those hacking charges alone even if it's just denial of service attacks.. the law is usually pretty strict. On top of that with the American targets, I'm surprised he wasn't extradited, they usually make an example out of cases like this.
