Changing Main Elements With Local Guide

Hey Guys,
Does anyone know what the criteria is for changing major elements for a certain map listing?
If i want to change an unclaimed listing website for instance or phone number what does google look for regarding trusting that edit? Do i have to be a high level local guide, a fress local guide? Just luck?

I think any local guide level can do it but more weight is added to the edit from a higher level guide.

I have a level 7 and some edits are immediate and some wait for verification from the public I guess. You can buy Lvl.10 guides though and use those for just edits.
