Changing International Targeting in G. Search Console?

I have a website that's around 3 years old and I've had it targeting the U.S.A. However, due to recent changes I have now changed my International Targeting to Australia. I did this almost 3 months ago yet I have not yet seen a rise in traffic from Australia even though my US traffic has fallen.
I would like to hear from anyone that has made this change in the past and would be interested to know how long it took to see a noticeable traffic change to the new preferred country.

International targeting is mostly a hint to Google if they're having trouble figuring out your target market. Work on citations instead. Have an Australian address clearly presented on your site, and register it everywhere you can. Check posts about local SEO on the forum.

Cache your website.
Make some backlinks from Australian Websites.
recheck your meta property
