Changing domain name, does it affect ranking?

Hmm..I was told earlier here that I must verify both old and new domains to google webmaster tools before doing the 301 redirects. However, I am unable to verify the new domain for google without accessing the cpanel and to access the new domains cpanel, I need to change the name servers for that domain. Any suggestions what to do?
