Changing a URL to kill Backlinks

I ordered a package to a page of my site. After ordering the site lost rankings on the specific page I ordered the package for. I checked the links and alot of them are not the quality I was told and I think this is what effected the change.


The keyword is BEYOND easy to rank for.. What I am wondering is, if I change the page URL slightly, will it give me a fresh start? Or will Google still be able to detect it is the penalized page?

Google may see this as the same page however if it is penalised then doing this won't do it anymore damage.
