This is OK for resizing an image.
I need something or a program to alter the image to make it 4 bit from 32 bit.

if your search on google for icon creator or icon converter you find many tools, i have even seen some browser base tools. of course you can do it the hard way with an hex editor.

I believe IrfanView can do this.
I just checked, and yes it can. You can also run it as batch, so you can do a bunch of images all at once.

As Master_Howl said, I've been using IrfanView with great success. The batch option is awesome, especially when you have like 100+ pictures to iconify.
