I have been analyzing Mexican SERPs for some time.
Here's what I can see:
1. Dedicated spanish websites with ONLY spanish content: It's hard to tell which one ranks better - .com , .mx , or .es They all seem to rank almost equally. They rank better than international multilingual websites.
2. International websites with an ES subfolder: They definitely rank lower than the full Spanish websites.
(Assumption: both have similar page authority)
In your experience, does ccTLD matter?
