Categories ranking higher than inner pages

The site i'm currently building has about 6 categories ranking higher than the page inside the category and I haven't started building backlinks yet. Should I build links to my category page since it's already decent or go with the inner page still? Or both I guess? I seem to recall BTB mentioning he was ranking for #1 and #2 because of this.
 
natural way if linking to the home page
most sites tha treceive links naturally are linked to home page 90% of links
 
After getting hit by Penguin for many of my sites, the tags are ranking than the pages even though I had built links to the inner pages and not tags. This is a strange behavior of Penguin hit sites.
 
Certainly you don't what to be ranking your Category pages? Bounce rate could be terrible.

Rank your pages, the category stint will remain to lend boot.

I have to disagree about the bounce rate, it would provide them with several articles relating to the topic they were looking for. Seems more of a reason for them to stay on the site and read.
