Cashing out phone cards

Do any other US phone companies have a service like Lycaremit, where you send money using your airtime credits? I know that some African phone companies like Glo, MTN, 9mobile and Airtel allow cashing out airtime directly. That would be the best for me. I don't think this is usual in western countries though. The closest I have found is Lycaremit. But I live in Europe and Lycaremit doesn't allow sending to European bank accounts.

I have access to cheap phone prepaid cards and something like this would allow me to cash them out at close to 100 %. I have also been looking at premium numbers, but those have very high fees. Another alternative is carrier billing, which has a lot of limitations to it. Does anyone know how to cash out prepaid phone cards?

I guess you won't be able to get 100% since all the solutions have fees.
