Capcut Templates ?

So, a while back I got interested in creating templates, However after following tutorials and reading about the subject, I was not able to find the options mentioned in the tutorial on my capcut, 2 different PCs and mobile, Then I thought It was not still released in my country maybe!,

I tried it again several months back and tried to apply for it in Chinese website!, Which i have done the application, But no reply back and I still can't see the option on my capcut to create the templates,

any of you who is familiar with this, Is there country restriction is it randomly ? How do i apply or join to create templates in capcut ?
