Can't upload custom Thumbnail - New Channel Min Requirements?

Evening guys

Looking to upload a 25 minute video I've made and I noticed I can't change my thumbnail to custom one I have made, was just wondering is there now a minimum requirement to do this?

Any suggestions how to achieve this quick would be great I'd love to get the ball rollin now.

i believe it was 100 subs to change thumbnails.

You have to phone verify your account in order to be able to upload custom thumbnails.
