Can’t target certain pages/groups...

You can't target Facebook groups with ads, and there is a limit on some Facebook pages, no matter how many page likes they have.
You can:
1. Target what you can, and expend targeting by creating lookalike audiences.
2. Scrape the FB groups and create a custom audience. This can get your ad account banned quickly, it usually depends on the quality of the account and age. The older/more spend the account has the less sensitive it is.
3. This can take a while to set up but still works, and you won't get banned while creating your custom audience on FB because you gathered it by the book >> [Method] Make money with Facebook Groups
