Cant seem to get coupon for Bing ads

I tried with 2 emails already to get the 100$ usa coupon where you fill out your name, email and site but they dont even respond to me. i dont have bing ads account registered under these emails so i dont get whats wrong.
is there any other way to get those coupons or even buy them from a site? im using prepaid visa card if that matters
