Can't Receive PMs

So, for the second time a member said they were unable to PM me. Anyone have any idea why this is. Is it a penalty, a setting or a glitch.

I know a few months back i was locked out of my account and a mod helped me get the account back. Not sure what it could be.

Any help would be appreciated.
