can't monetize any video on Youtube

Never had a warning. Checked adsense, checked youtube channel status, everything looks good.

even tried uploading a quick short film with just my face in it. youtube wont let me monetize videos while uploading. after uploading the monetization tab isnt even there.

Is there anyone who can help me with this problem?

Go to youtube.com/features and change your country to a permissible one for monetization.

Changed the country. unortunatly didnt work...
