Can't make Microsoft365 accounts anymore | Paying $50

I'm stuck at the phone step "Oops! We're having trouble verifying your phone number. Follow these steps to troubleshoot the issue." and before SMS Services hoard the thread, no, it's not the number. I tried REAL numbers from random people on WhatsApp, still won't let me verify

I checked the Network tab - it says "RiskCheckFailed".....is my proxy/setup bad?

Yes it seems like a proxy issue. Are you using rotating residential? You should test 4G too
