Cant make any payments on paypal!

Hey blackhatworld i got a question!
I bought a verified paypal account due to not wanting to put my details on paypal.
Somebody who owed me money paid me on there.
I am from the UK and this account is a US but i thought it wouldnt matter.
payment came up fine but everytime i try to buy something from a merchant or send money it says they cannot send it at this time.
i tried a vpn to make my ip from us and still nothing.
any idea's?

its cause of the ip address then?
how did you fix it?

There are a few things that can cause this.

1. (least likely for your case) paypal's system has been super glitchly lately -- ebay too. This causes problems when sending a payment.

2. (what i (and others) call a soft limitation. usually 24 hours, if you only try once. It's something their algorithm defines, and people have noticed after 24 hours of no attempts it magically works

3. just because it's a new account you're having problems. Call PP, (easier to talk to then ebay). Have a good excuse of why you got the money, and a better one of what you're doing for it. What your plans are (if you're going to sell, is it a business account etc)

for next time... wait 24-72 (longer better) after getting a payment before you try to spend it.
also, don't spend it all at 1 time. Try to keep 10% of the total amount on there each time.

Good luck, and hopefully you got a decent person you bought the account from. That market is crashing and buring quickly and the barrier of entry for new providers is so low that it's diluting the product terribly. Additionally, the "secret" information as been slowly leaking publicly over the last 2 years so paypal is starting to catch up.
