Can't get indexed - Should I link wheel?

I can't get any of the pages of my site indexed and I have submitted sitemap to google on November 3rd and it gets downloaded by google everyday. I have tried pingging and backlinking and haven't got indexed still. It has a proper robot.txt and I signed up with google analytics and there are no problems. It is not a blog site.

2 questions:

1. Is it normal to not get indexed for that amount of time?

2. If I outsource a linkwheel service without intially being indexed, will this be a problem or will it help get the site indexed with increased backlinks?
 
Main question is: If I am not indexed should I start a link wheel?
 
I was having this problem also. I put up a static site and it took a really long time to get indexed and ranked. I started off with some articles to Ezine and GoArticles. I then bookmarked each page on multiple accounts. I also bookmarked the article submissions and submitted feeds for them. After this I was not indexed for a couple of weeks. I then tried some profile links and bookmarked, pinged and rss. You should get indexed eventually I think it's just taking longer these days.

You can rent bookmarking service here and article submission. It's really cheap. Besides you can do a 1k - 2k web directory submission.

After 1 month you can pay a Xrummer blast.
