Can't find any without "approval"

Hi
I'm about to launch a website I think will be successfull and I'm looking for a PPC network to put an add banner on it.

However I only find

- PPC networks with "approval" that never responds to me
- PPC network with "approval" that won't respond because my website is not launched yet.

Is there any good network paying via paypal that does not require any approval thingy at all?
