Cant Create New Account On ebay.com

Yesterday... when i tried to create new account.. link redirect automatic to another ebay site.. because i'm not american..

for example:
if you are canadian and try to create new account on ebay.com .. ebay will redirect automatic to ebay.co.ca .. any solution to handle it ??

You need a VPN, not a proxy, to fake a country.

i know its possible if using vpn..but how if ebay asking ID / bill for verified ?

I am from Europe, but I also can sell on eBay.com. So I do not understand what is this about? Canadians cannot sell on eBay US but Europeans can????
