Can't Create Google Business Profile (Even from a VPS)

My client can't do video verifcation because it's a new business and doesnt have signage or anything yet.

I've tried to change addresses, tried from a VPS.

I just can't get past this stupid video verifcation.

Its probably not his proxy thats triggering video verification. Likely more to do with the category and/or business name and the associated spam score
