it isnt that, its when I create a new page the offer button isnt there anymore
try making a business page
when offers first came out years ago, you could opnly post an offer on a business page

I have created a page for my business and have over 50 likes, still no offers?
then im really not sure what that means....
i guess fb changed something due to the amount of abuse offers got recently
