Cant convert facebook acc to fanpage

Hello. I have a problem, because i tried to convert 4 different accounts to the fanpage but it dont let me !
The error says that i am trying to merge fanpage but i am not doing that i am just trying to convert it into fanpage , any ideas how to do that ?

You can`t anymore convert accounts to fan pages . That was years ago ...
