Cant complete listing on ebay.

my paypal is verified fully with bank account and everything, the paypal is 4 years old.
and i have sold 5 other items this week, and i have 50/16k limiit.

I guess it's a foolish thing to ask but, nevertheless, I will ask it; Have you followed the steps you posted? I mean that it's clearly telling you what to do.
