I've never read it. I'm just going by my own experience.
There's almost no keywords that have 1000 highly competitive sites. You'll always get in the top 1000 if your content, structure and on-page is right.
Yes, you won't always hit page 1, but you'll get in the serps.
Very few people understand how to structure sites for maximum relevancy and rely on lots of backlinks to establish extra relevancy that could have been done without a single one.
You don't need backlinks to establish relevancy. Only extra authority/power.
First of all look at this.
Keyword: payday loans (broad)
I'm sure we can agree that's ultra-competitive.
Now here's a site ranking on page 19 for me

Keyword not in title or url. It ranks because it's a strong domain and it's mildly relevant. A weak domain with strong relevance will beat it.
But, it's very easy for me to prove what I'm saying.
I can see literally dozens of sites in the top 1000 with 0 backlinks here.

Ranking is based on both relevance and power. Low relevance, but very high power? You'll rank low. High relevance and no power? You'll rank low. High relevance and medium power? You'll rank very high. medium relevance and very high power? You'll rank ok.
Relevance is everything. 5/10 relevance and 10/10 power will lose to 10/10 relevance and 5/10 power and both 1/10 relevance and 10/10 power and 10/10 relevance and 1/10 power will rank somewhere in the top 1000.

I responded to your statement that he's not ranking in the top 1000 because he has no backlinks. Why you're now mentioning page 1 is baffling.

I think payday loans guys use private net works for links and block spiders so it can't be tracked. If you can rank for payday loans with no links... great for you!
