They won't remove shorts actually they will push it further.
They don't really care if the publisher will make any money tho

This is probably for limited OG content creators. They may eventually roll out adsense ads for shorts as well. Right now don't think about money, youtube is pushing shorts over regular videos right now. Build an audience, money will come eventually.

YouTube announced a separate fund for shorts. If shorts get one million views or more, you can get paid for it. They will contact you if your shorts is eligible.
