Can you use google ads from other country?

I would like to use coupon that's available only on a specific country, can I open and run google ads from other country? I keep getting suspended because of payment (using my local cc or bank). Should I access using that country IP (VPN), and payment? Any recommendation where to get strong VCC?

You have to open from that specific country billing to be able to use that coupon.. You can run ads for any country.

Well, That's a tricky part and frankly no one seems to have got it yet, what is triggering suspensions is for you to find out. Most Bins/cards/banks have been blacklisted/blocked by google. Hope you find what you looking for. Good luck!
